I set up my Samsung Odyssey NEO G9 and tried to set it to maximum resolution (5120x1440), but every time I did, Windows set the refresh rate to 60Hz. If I manually turned it up to 120Hz (the maximum Windows would allow me when it should be 240z) it turned the resolution to 3840x1080.
When I used the menu on the monitor to set the resolution to 240Hz the monitor went haywire and everything kept turning on and off.

was certified 8k. You see, I had used the cable that came with the monitor since you'd think Samsung would supply you with a cable good enough to run the monitor at full spec.
Well, I used my 8k certified DP1.4 cable and now everything is at full resolution at 240Hz and looking so good!
Lesson learned. Just because you buy something expensive, don't trust the manufacturer to supply you with good quality cables!
Now to test out some games.
I'd complain to Samsung. I would think your expectations were right in that their cable should work at the highest resolution/refresh rate.
