Wait if, as Lyne suggests, that is just a hang on the wallpaper and you have other monitors, just open task manager and find explorer.exe and restart the process. I run into this on my multi monitor setup sometimes and just restarting windows explorer usually clears it

This is the Japanese NASA logo (stylized). You seem to be stuck on the wallpaper.
Possible fix: Hit the shift key 5 times it will bring up the 'sticky note' message asking if you want to turn sticky notes on; You then will be able to 'alt, ctrl, delete' and get your Windows login screen back... maybe.
